The important thing at this point is that no-one must tell Trump that Mexico already has more than 10,000 troops in the border area fighting the drug gangs, so the only thing that's changed is that he's agreed to clamp down on the smuggling of guns from the US to Mexico. Which is something Mexico's been demanding for ages and the US was ignoring.
The key thing to remember with these trade conflicts, as with the Colombia one earlier, is that Trump doesn't need to actually win. He just needs to be able to tell his voters that he won. Whether there are any actual concessions by the other party is immaterial.

Well the Mexicans may have had those soldiers on the border, but they certainly were not using them to stem the tide of illegals coursing through Mexico to cross our borders likewise unmolested by law enforcement. They were plenty molested by the cartels, though, don't you worry about it.
Gun smuggling: Moot point. Modern 3D printers and cheap CNC machines make it possible for any old group (such as in Myanmar) to manufacture their own weapons. Gun control is a 20th century retro-tech topic.
The main issue is that Biden consciously left the smuggling routes wide open. Humans are much harder to smuggle than chunks of steel. If people can be easily moved across the border the weapons smugglers didn't even need to try.
