This happened in the town where I live. Rockwall is on Lake Ray Hubbard east of Dallas. It is where the wealthy went to escape Dallas, but has since exploded in population. There are tons of new single family home developments either completed or in construction. Only a few homes sell for less than 500k.

The city doesn't allow bars that make more than 49% of their income from liquor, and liquor stores are not permitted within the city limits.

On the other side of the lake, Rowlett and Garland are more working class.

This is a very conservative town. Panhandling is not permitted and we have only one homeless person, Arliss. He is a Nam vet and a large group of us post on our Rockwallian FB page to keep track of him. When his days at the local hotel are running low, we post and one of us goes over and pays for more days. Sometimes it involves getting him a new coat, or a Walmart gift card. He won't accept cash.

We have been taking care of Arliss for more than ten years.

The big hullabaloo in town right now is stopping the rapid transit train from extending into Rockwall. No one wants big city crime here.

So yeah, Rockwall Police arrest shoplifters. And the publicly drunk, and just about everyone that breaks the law.

"Musso, 32, was discovered to have several outstanding warrants, including traffic and vehicular violations.
Musso also faces charges of expired car registration, failure to display a driving license, and violating a “promise to appear” notice.
In 2011, [Musso] was charged with driving under the influence of alcohol after failing to slow down for traffic police in Burbank, California.

He was sentenced to 36 months of informal probation. He was also fined and required to attend alcohol education classes.

After the event, Musso voiced his contrition in a statement released to E! Online.

“In becoming an adult, I have learned firsthand that stepping up and taking responsibility is the best way to move forward,” he wrote." - Independent

Sounds like he's still struggling with substance abuse issues.

One of the many nice things about living in Texas.
Also, gunfights in the streets, sidewalks you can fry an egg on, women forced to breed, kids not allowed to cut their nuts or boobs off.

The other morning, I woke up to a police standoff at the building across the alley from me. A guy had been found on the balcony of one of the buildings, then started climbing the building next to it and threatened to jump. It went on for almost two hours-- pre dawn until about 7 am. The guy was wasted, but able to climb nimbly. The firefighters came, and an ambulance. The cops had to go into the lower level condos of the building he was climbing, because he was trying the sliding doors and windows. There was a social worker there.

Finally, he climbed himself onto the traffic mirror and a light and some conduit. It was unsustainable, so he came down. They arrested him. I talked to a cop afterwards, whosaid he'll be back on the street the minute his urine shows up as clean. He's already a repeat offender. This cop told me he wants to retire- about 90% of their calls are drugged up homeless guys who are just let back on the street.

I live right on the lake just down from Rockwall Harbor where there are shops and restaurants with BBQ, South American cuisine, a place with bison and elk burgers, Cajun food and all just a quick walk down the lake.

In the spring, the Harbor has free live concerts on Thursday nights. Mostly 70s-80s rock tribute bands and local country bands. But the best time I had was when May 4th fell on Thursday and the Rockwall Philharmonic played Star Wars music!

I regularly forget to lock both my car and the house. Lost wallets, phones and tablets are usually turned in, and last I checked, we still have a murder rate of 0 per 1000, and assault was .62 per 1000.

Getting arrested for public intoxication isn't unusual in Texas. The bag of chips usually get resolved by paying for the chips rather than spending a full day in jail.

Here's the weird thing about Texas. When I first moved here in the 80's a co-worker left the bar and was driving home. He decided he was not fit to drive, so he parked his car and began walking home. He was then arrested for public intoxication as he walked home.

Amazing what enforcing the law will do for a community. I grew up in Chicago when Daley ran it. We all knew about corruption but it was peaceful. Corruption was mostly in areas that did not concern us. Like politics. Now, it is unlivable.

@Anne C. - Rockwell sounds great to me, too. Been there once, about 35 or so years ago, I think. I lived in Longview from 1982-91. Still miss TX and would love to go back. Maybe that's the place. Just need to convince my wife.

If all that is true, then he should be arrested, tried, convicted, and punished. It sounds like a place that is sane
