Since China's succession plan requires the rejection of a basic tenet of Tibetan Buddhism, it shouldn't be too much a surprise that the Dalai Lama rejected the plan.
I'm surprised his statement wasn't stronger. I expected him to announce that he would not reincarnate in areas controlled by the CCP.

Looks like he's about to order that he be made one with everything. Since the Chinese have been importing native Chinese into Tibet to replace the native Tibetans for 65 years, and oppressing Tibetan beliefs with force, how many people in Tibet still care about the DL these days? And how many who do care will survive the re-education camps that will result from any upset to Chinese rule and dominance, as the Chinese used so effectively against the Muslim Uyghurs? I wish them luck, and every success. And I think unless there are CCP members hanging by their necks from ropes in every village, this issue will not succeed in improving the lot of the Tibetan people. It is an attempt however, so good for them.

We are very fortunate in the founders of our government.
There's several threads of Buddhism - including some in Tibet itself - which believe that awareness of potential future lives makes them eligible for transmigration. Meaning according to them, there's nothing specifically preventing a high Llama from being reincarnated as a non-Tibetan, most especially if that person accumulated so much karma with so many different people such as the current Dalai Llama has.
In other words, even though it probably won't happen, there's nothing specifically preventing Avalokiteshvara from coming back as a Chinese, or even some white dude. Food for thought.

Duering the 'golden urn lot-drawing' era, what happened to the (apparently) continuous string of reincarnated Dalai Lamas? Having your name pulled out of an urn certainly must reduce the odds of being the Reincarnated One.

What fascinates me about the Dalai Lama is the relationship between "reincarnated" and *forming* the person for that role. As someone who doesn't believe in reincanation I have to wonder to what extent the people in charge of "finding" the reincarnated dalai lama choose someone. And that person, having been found (or chosen), is formed into the person he needs to be to fulfill that role.
Although the underlying theology is different, this applies to many leadership roles. Such as the Pope. Was Leo XIV always the Pope in the sense of being exactly who he needs to be to slide into that role? Or is he someone who yes was well suited - that's why Catholics believe the Holy Spirit led the enclave of cardinals to select him - but when he first said "yes I accept" *became* who he needed to be?

One of the craziest films I ever saw was The Lobster. The movie is basically an arthouse flick about a dystopian future where people who remain single are sent to a hotel where they're given one last chance to link up with someone before being reincarnated as their animal of choice. I began watching this film on a long flight from Korea and quickly had to turn it off because some parts do get a little too oddly sexual for such a public space, but the whole film was surprisingly good in a Wes Anderson kind of way.
There's a great line in the movie where the admitting concierge asks Colin Farrel's character what animal he would like to return as, and he asks to become a lobster. When he asks what most other people request, she says 99% of people ask to become dogs, "which is why there are so many dogs in the world".
I've often wondered if really quirky, highly intelligent pets aren't transmigrated humans...some have genuine people personalities.

Since the time of Genghis Khan, only people who were of his royal lineage were allowed to rule Mongolia. This frustrated many would-be rulers who were not of this line. Altan Khan was the most destructive of these usurpers. He perceived that through the Buddhist faith he could gain legitimacy by claiming to be a reincarnation of Kublai Khan.

@Tom T, then they would have chosen poorly. Buddhists believe Dharma (truth) and Karma (consequences) are infallible, it's humans who make the mistakes and cause suffering.
Buddhists believe Avalokiteshvara will transmigrate eternally. They would simply have to restart the search for the actual incarnation, regardless of that person's age, until found. This would extend potentially to several lifetimes of the incarnation being hidden till discovered.
I can imagine a shocked incarnation exclaiming, "You finally found me! I had to die 4 more times before you did. What took you so long!?!"
