I dont always agree with Achilles, but in this case, speaking as a foreigner in another country and with no direct stake any longer (perhaps enhancing my nonpartisan nature) he makes a good case for mass hangings. If anything justified the creation of an institutional death penalty (as in to condemn the personnel of a guilty institution, simply for being members) this is it.

This review seems to have reached a conclusion that is likely to be true.
With the stakes of a political coup being so high, it would take hanging to dissuade traitors like this, yet we give them no punishment at all. In fact, they got away with it and awarded. There is a reason that treason is supposed to carry a bigger penalty than even the largest theft, yet we treat it like having an affair during a separation.

To answer the question, no. Except it really needs a good legal review in a court that will never happen, and that's the problem. As many noted, we all knew this years ago. Not just speculated that this was the case, which goes back further, but we knew the Steele Dossier was invented and utilized by the Intelligence Community (CIA or FIB, others, all) as grounds to spy on and disrupt Trump's Presidency. This is the stuff Nixon was run out of office for even suggesting as a possible act to do. Obama did it, and half the country still doesn't believe it occurred at all, and none of the conspirators spent a moment in jail.
However, the damage is done. And it has been 10 years. I less worried now about justice being served to those that did this. I very concerned that I have seen nothing put in place to safeguard it from happening again. I'm not even sure if it isn't happening again in a less overt way.
This is treason against a sitting President, and the people that committed it have convinced millions that it was the other way around while enriching themselves.

Why no tag for John Brennan, one wonders? A drastic act, like proclaiming an institutional death penalty (condemning an entire institution to "death", dissolution and dismissal of all employees, and a decree of damnatio memoriae), would produce a useful pause in the excessive politicization of bureaucratic institutions. It is not just an emotional reaction.
There is a time and place for collective punishments. It happens regularly in the private sector through business failure - sometimes just, sometimes not. But a bureaucratic institution cannot "fail" that way. There must be another, directed, externally imposed form of collective punishment.
