How can you get a pardon for a crime that - in the eyes of the law - hasn't been committed? If you are judged guilty by a court of law then you can receive a pardon. There is no such thing judicially or legally as a "pre-pardon". It's just another in a lonnnnng line of the Biden Executive Branch illegalities. And, for all that, it's in a long line and nowhere near the front of that line of the most egregious.

Ford's for Nixon is the most famous but GHWB's pardon for Cap Weinberger didn't specify the offenses, and I've seen mention of a couple of others before now.
