I'd support this at the federal level too, except for the notion that the Executive shouldn't have power of the Executive Branch such as State and DoJ employees. But a President shouldn't be able to bypass Congress with a phone and a pen.

The legislature and Walker should create a new position. A Prime Executive. This person will have all of the power of the third branch of government. And Walker will be selected to lead it for a twenty year term.
The normally elected Governor will be given a shovel and a mountain of asphalt. His job will be to fill potholes.

Until the wipe-out in Orange County three weeks ago I had never heard of Ballot Harvesting, but apparently my home state has now adopted a same-day provisional ballot system that allows California to
1. Count all the votes on election day
2. Determine how many D votes are needed
3. Get that many plus one into the system by the Friday after election day
This allowed the Democrats to reverse a 14-point lead on election day for Young Kim, the first Korean-American elected to national office from CA. Fourteen points! Hugh Hewitt used to say (and wrote a book titled) If It's Not Close They Can't Cheat but the definition of "close" just changed drastically. Estimates are that the "machine" will be able to wipe out a 20-point lead by 2020, ensuring Republicans never again win a statewide office.
It started with Motor Voter, where the state sure every illegal alien was registered to vote (illegally) when applying for a drivers license; then early voting, then vote-by-mail, and now ballot harvesting. Not one law has been passed to help keep the integrity of the vote. Not one national Republican has stood up (except to my great surprise Paul Ryan!) to point out the fraud, and potential for more fraud inherit in this "system" as set up by the Progressive mob in CA.
