A hacksaw isn't going to make much progress on a bicycle lock. You want bolt cutters.

When I lived in LA I once came across an unsheated machete lying on the sidewalk.

Being a good conservative, I knew I couldn't just take it unless it belonged to Crack or some other oppressed minority, but it took me a good ten minutes to convince the police operator it shouldn't be just left laying around.
