Contractors often have more control over their subcontractors than they do over their own employees (especially the case if it's a governmental agency). Why do you think they use subcontractors so much?
Whatever a subcontractor does, the contractor is legally responsible for. Period. End of story.
I hate it when they fail to include pictures in stories where the visual is vital to understanding. Which happens a lot.
How in the world are we supposed to judge this incident without pictures? Sure, we all assume the passenger is short, fat, and white (and by reporting the incident, the whole country now knows he is short, fat, and white), but what if he's tall, dark, and handsome? How does that effect the story?
