As far as I've ever known, the phrase originated on the Bob And Tom morning radio show with a recurring Father Guido Sarduci-like character. A pope who was urbane, had a lot of pop-culture knowledge, and called in regularly to comment on things happening on the show. "Too pooped to pope" was always the last thing he said before hanging up.

I don't know which member of their production team did the character, but they have one or two that have enough talent for a room full of morning jocks.
