It's all about the time frame. Torricelli had to withdraw when allegations emerged in the midst of a campaign. He didn't have any leeway for riding out the New Jersey forgiveness arc.

Rush Limbaugh once opined that for democrats, sex scandals are often career enhancers. I'm not so sure, how are Anthony Weiner, Eliot Spitzer, and John Edwards doing? Maybe they're only enhancers if your name happens to be Bill Clinton?

Bill Clinton got away with what he did because of a booming economy and full employment. Good economic times garners a lot of forgiveness.
In Menendez' case, there's an "Ewww" factor here that may turn off a lot of women.
And a lot of womyn.

Well I will suggest the media was sympathetic but its hard to provide cover when his antics were all over the nightly news.
Fact is, the vast majority of the electorate knew that he was banging the help. His supporters said ignore it, its personal issue while a good chunk of the rest simply didn't give a shit. When times are good like they were in the 90s, no one other than the morality police cared he was getting a blow job. Hell when you look at who he's married to can you blame him?

Corey Booker will be the one to take Menendez down. He wants a Senate seat and doesn't want to run in a primary against Lautenberg next year if he doesn't have to. Booker's people will be dumping on Menendez behind the scenes. Maybe the can rally the "women's groups" against Menendez.

Toricelli doesn't have Chris Hansen setting up camp on his doorstep.
If a politician isn't forced to resign over using the services of underage prostitutes then there's no solution to the problem of New Jersey short of lining bulldozers blade to blade on the Pennsylvania border and having them push east until the whole state is in the Atlantic. Then start over from scratch and get it right this time.
