"Artist released after 'I Love NY' bags cause bomb scare."

"'I am not sure they understood what it is,' said a beaming Takeshi Miyakawa, who was locked up last Saturday. 'They understood it's not a bomb at least.'"

But Brooklyn Justice William Garnett agreed to release Miyakawa, who will now undergo a mental examination in an outpatient facility.

The mental examination seems unwarranted. Sounds like, "We might have messed up, but screw you anyway."

Well, someone certainly needs a mental exam. Paranoid schizophrenia I'm guessing is rampant in the NYPD.
