I'm usually a big fan of defending the principle over a compromise, but if everyone was allowed to grow a reasonable amount (10-20 plants), whether inside or out, it would solve half the problem. You'd still have the crime and "gateway" issues, with people stealing from growers, 12-year olds smoking, etc, but it would be a start. I endorse any State's move in that direction.

Working up there was a trip: everyone - and I mean everyone, even kids - would have these gigantic rolls of bills, but they were all hundreds, so no one could break a twenty. It started off as funny but, over time, became a real frustration.
They deserted me, ruthlessly, when I came out as a Republican.
Lighting has seen the best improvement in efficiency of any retail electricity-based tech: LED lighting is close to 100% conversion of power to light. Plants take in CO2 & fix carbon - yes, even "The Devil Weed."
Global Warming is a fraud.

Lots of people grow it outdoors. That's why it is not a good idea to go hiking in Humboldt County. If the dogs don't get you, the guns will.
