The movie is "Gates of Heaven," a documentary about a pet cemetery, by Errol Morris. Herzog promised to eat his shoe if Morris finished his movie about a pet cemetery. At that link, you can watch the 20-minute film "Werner Herzog Eats His Shoe" ("We cooked it for 5 hours.")

Don't know why, but this oddly moving snippet put me in mind (and I'll paraphrase) of a bit from a novel by V.S. Naipul:
A man spends years trying to write a novel. He finally admits to a friend that he's only come up with one line: "The past is deep."
The friend considers a moment. "That's a good line," he says.
That's what this film snippet reminded me of: "The past is deep." No reason, just did.
Great movie - loved it.

I love this movie - hilarious, touching and odd all at the same time. My favorite part is when the son of a cemetery owner hooks up his electric guitar outside so he can play guitar for the souls of fallen police dogs.
Off to see its on DVD...
