The ineptitude of the response to the virus can be fairly attributed, in part, to the desire of public health officials to obfuscate the origins of covid, and their role in gain of function research.

What I remember was that the President was doing everything possible to get an America that was completely shut down back to productivity and "normalcy", while the political establishment opposed him every step of the way. The problem with that interpretation is that Peter Daszak ran the nonprofit EcoHealth Alliance, was not a member of the permanent bureaucracy, and did not use the word “our” to describe the battle as inclusive of the bureaucracy. Also, he describes Collins, the head of the NIH who was a member of the permanent bureaucracy, as one of the people he was battling against.
I see from Wikipedia that the NIH cut off EcoHealth Alliance’s funding for research at the Wuhan lab in April 2020 and reinstated it in August 2020. So that appears to be the battle.
That raises the questions of what the Trump administration knew and when did they know it. If there was a lab leak involving U.S. government funded research, did they sweep that under the rug just before the 2020 election?

The scientists knew with near certainty, as did Fauci. There is evidence that some in the intelligence agencies knew, too. That original wet-market paper thesis from February 2020 is a really bad tell- the evidence cited was all bullshit- the entire paper is an assertion with zero real evidence that distinguishes wet market from the virology lab. There is really only one good explanation for why that paper was prepared and published with such a lack of evidence- its purpose was to cover up the origin itself.

As I remember it, both of those decisions were not taken in the White House but at NIAID/CDC. It suggests to me that they were preparing to toss Daszak under the bus if they couldn't cover up the orgin. In the end, they decided it was better to not toss him under the bus, for whatever reason. The thing that people forget is that the evidence for a lab origin were not generally public knowledge until early 2021.

Sometimes decisions taken at the top are pushed down the organization structure to provide deniability. Daszak’s inclusion of “the ultimate boss on the hill” sure suggests that Trump did know.
If Covid was the result of a lab leak caused by U.S. government funded research, it would put the President of the United States in a dilemma. Do you divulge the truth? Or do you worry about the U.S. government having to foot the astronomical damages, not just in the U.S. but around the world?
This case could open Pandora’s box for the U.S. taxpayer.
I have previously stated my theory of Covid: the US and PRC collaborated to do some research, which went bad and killed a bunch of people. Neither country can really blame the other. Nor can either country admit its own culpability. Even if both the US and PRC agree to call it a draw, other countries will have a huge case of the ass. There is literally no evidence that the gain-of-function decision in 2017 had any White House involvement at all- it appears to have been all Fauci all along.
However, I don't think the coverup originated at the White House or anywhere else that wasn't Tony Fauci's office. Daszak was probably unaware who ordered his funding removed. That it was ever removed indicates that NIAID knew in April 2020 where the virus came from.
