In theory #1, the government earned the karma and Trump delivers it.
In theory #2, which fits Maher's language better. Trump earned the karma and the govt tried to deliver it and failed. The lawsuit is not the karma. The lawsuit is an attempt to collect for what the govt did wrong, which was to botch the delivery of karma.
Theory #2 is how I interpreted it. Theory #1 would impart a sense that the government's efforts have a taint of illegitimacy to them, and that wouldn't make it past the network censors.
The thing is, had the Dems played their cards right in 2017, they could have been his lover, not his rival. He could have led a Clintonian triangulation toward programs benefiting workers, and pulled both sides of the Uniparty back toward the center, so we could have 1950s-style alternation between parties that don’t differ very much. Probably would have a middle of the road Dem POTUS right now.

He has filed an "administrative claim" under the Federal Tort Claims Act of 1946. Truman and the then dem house and senate enacted this law specifically for cases like this. To make wronged citizens whole.
If and when the administrative claim is turned down, only then can he "sue" in court.

What’s funny is that people who talk the most about the 34 felonies and the other crimes Trump was convicted of can’t explain accurately what the crimes were. How did a mislabeling of a legal expense become 34 felonies, for example? But they know he was guilty and the fact that he avoided jail and even managed to get elected president feels like karma wasn’t delivered.
Well, we like to blame the president for the actions of the career bureaucrats in DC. However, the lawsuit is against the abuse by the permanent bureaucracy. It is just unfortunate, that the career employees cannot be held accountable, even when the act to support their preferred partisan party.
