Trump could issue an EO on Day 1 withdrawing all EOs signed by Biden. Without saying anything else. But adding that Biden was non-compos mentis when he signed them would certainly give courts pause when they try to apply the constitutional rule that any president not named Donald Trump can can cancel any previous EO... but ones named Donald Trump can't.

That there was no center in the Biden administration and that every faction was doing it's own thing has long been my theory.
