Depends on what you consider merit. Kamala was the best female democrat leader the democrats ever had if you look at the criteria.
Democrats pick female leaders based on their ability to service predatory elite men in the democrat party and to obediently support the party line.
They are to remain sexually available and only open their mouths at appropriate times. It doesn't take a lot of talent to be a female Democrat party leader.
