A few years ago- quite a few- everyone stopped listening to local news for school closings. We all went to the school's websites.
Local schools have always (well, since telephones were invented) had phone numbers of parents and/or guardians to contact parents in case of emergency. Now, at least in our local district, all the numbers are entered into a computer- and parents, all of them, receive automated phone calls for school closures AND other announcements.
And the mayor of the town next door (but not mine) can call everyone in town with a landline with one call... I'm sure this exists in other towns.
Now- let's fast forward to today. And things that could be available, but aren't. There's emergency alerts- that go statewide. I'm in central NY, I don't really need Amber Alerts from Dutchess County. Or weather warnings or flash flooding... All the cell phone companies know where all their towers are- and where they reach. There are two towers (from 2 companies) that cover my town- and one of those, and 2 other towers I know of that cover the town next door. So- why couldn't the mayor or town supervisor be able to pick up a phone and alert every cell phone within just the reach of those towers? Or the county supervisor of Kerr County TX be able to pick up up and alert every cell phone in Kerr County?
But then comes the real problem. Who do you trust to have access to such systems? Every town supervisor or mayor? Every FD and VFD Chief? Let the governor of each state decide who has access and where to? And- more importantly - who pays for it?
It's all very feasible. Since cell phone communication is all computer routed, it's simple programming. Well, not simple for me, but simple for someone. You don't need to know the phone numbers, or who the phones are registered to. Just- every phone withing reach of designated towers get the alert.

Canada has gun control laws to prevent this from happening. @Gospace, NOAA/NWS already has radio technology that does pretty much what you describe, and while it can be limited in reception it's not limited by cell phone carrier coverage which can be very problematic in rural areas (for example, note that ATT very carefully advertises providing service to a large percentage of the US *population*, not area, because it has really crappy coverage in rural areas). The radios do require some setup but that is often provided by various volunteer organizations and other groups. Back when I was living in Iowa the local TV meteorologists would distribute and program NOAA/NWS alert radios as a promotion.
@Gospace, the system is highly imperfect at the moment. Cellphone coverage is not ubiquitous, and all cell phones are not the same when it comes to reception. The coverage in the area of the camps is very spotty. Heck, the coverage around my house and property is spotty and weak, and I'm in a fairly developed area. I sometimes have to step outside to send a text message or talk on the phone.
But this is not all of the problem. The Special Area Message Encoding, which was initially developed by NOAA to send alerts of approaching danger, has been leveraged by special causes. My phone just went off with those obnoxious tones, followed by the TV about 5 minutes later. Was it an approaching tornado? A wall of water? A dangerous thunderstorm? No. It was a 'Blue' alert - somebody beat up a cop 200 miles away. LAst week, it was an 'Amber' alert, for a child abduction - in El Paso, 700 miles away. It could have been a 'Silver' alert, for some wandering codger.
Now, why does every single cell phone holder in Texas need instantaneous alerts for these events, when the purpose of the system is to warn of impending, nearby, dangerous conditions? What are all of us supposed to do about a cop attack hundreds of miles away? They need desperately to clean up this system and return it to its original purpose. And areas that are so prone to flash floods should have a siren warning system, like many of the small towns throughout tornado alley do.

"July 8 (UPI) -- Federal prosecutors in Texas have charged 10 people with attempted murder following what they called an "ambush" of law enforcement late Friday outside an Immigration and Customs Enforcement detention facility.
The charges were announced Monday during a press conference. The identities of the 10 suspects were not made public.
Authorities alleged the suspects conspired to create a disturbance outside the Prairieland Detention Center, in Alvarado, located about 40 miles southwest of Dallas, in order to lure ICE personnel outside the facility where they could shoot and kill them. A number of shots were fired and an Alvarado police officer was shot in the neck.
Acting U.S. Attorney Nancy Larson for the Northern District of Texas said each has been charged with three counts of attempted murder of a federal officer and three counts of discharging a firearm in relation to a crime of violence.
If convicted, they each face a mandatory sentence of 10 years to life behind bars.
An 11th suspect also faces up to 10 years in prison on charges of obstruction of justice and conspiracy for attempting to conceal and destroy evidence in connection with the attack.
"We want to tell everyone out there, this will not be tolerated," Larson said. "Those who use violence against law enforcement officers will be found and they will be prosecuted with the toughest criminal statutes and penalties that we have available to us."
The incident occurred shortly before 11 p.m. CDT Friday outside the Prairieland Detention Center.
Larson alleges 10 to 12 people dressed in black, military-style clothing began shooting fireworks and vandalizing vehicles and graffitied the facility to draw ICE personnel outside.
When an Alvarado police officer arrived on the scene, one of the suspects is alleged to have opened fire, wounding the unidentified responder in the neck. Another suspect shot between 20 and 30 rounds at unarmed corrections officers who exited the facility.
The suspects fled the scene but were later arrested during traffic stops, Larson said, adding they were found in possession of 12 sets of body armor, spray paint and a flag that said "resist fascism, fight oligarchy" as well as flyers stating "fight ICE terror with class war" and "free all political prisoners."
Over the weekend, officers executing search warrants discovered masks, goggles, tactical gloves, a cache of weapons and what Larson called "insurrectionist material."
"Let's discuss this incident: It was a planned ambush with the intent to kill ICE corrections officers," she said. "Make no mistake, this was not a so-called peaceful protest. It was, indeed, an ambush."
No employees at the correction facility were injured.
The Johnson County Sheriff's Office has said the injured officer was flown to Harris Methodist Hospital in Fort Worth, where they were treated and released.
The incident comes as there have been several mostly peaceful protests against the Trump administration and its crackdown on immigration.
However, last month, President Donald Trump deployed thousands of members of the National Guard to Los Angeles to quell the demonstrations and to protect ICE agents performing immigration arrests."

The word that occurred to me was "goober." Short, fat, with a bad haircut, and apparently not that bright. Was he the only doctor who would give Biden a clean bill of health on everything, or simply one of many who would do that?
A question that comes up online is "Why take the fifth? Why not rely on patient-doctor confidentiality?" That would certainly be better "optics." I suppose questions about what the doctor did on his own aren't covered by confidentiality.

10 charged with attempted murder in 'ambush' at ICE detention center
"July 8 (UPI) -- Federal prosecutors in Texas have charged 10 people with attempted murder following what they called an "ambush" of law enforcement late Friday outside an Immigration and Customs Enforcement detention facility.
The charges were announced Monday during a press conference. The identities of the 10 suspects were not made public.
Authorities alleged the suspects conspired to create a disturbance outside the Prairieland Detention Center, in Alvarado, located about 40 miles southwest of Dallas, in order to lure ICE personnel outside the facility where they could shoot and kill them. A number of shots were fired and an Alvarado police officer was shot in the neck.
Acting U.S. Attorney Nancy Larson for the Northern District of Texas said each has been charged with three counts of attempted murder of a federal officer and three counts of discharging a firearm in relation to a crime of violence.
If convicted, they each face a mandatory sentence of 10 years to life behind bars.
An 11th suspect also faces up to 10 years in prison on charges of obstruction of justice and conspiracy for attempting to conceal and destroy evidence in connection with the attack.
"We want to tell everyone out there, this will not be tolerated," Larson said. "Those who use violence against law enforcement officers will be found and they will be prosecuted with the toughest criminal statutes and penalties that we have available to us."
The incident occurred shortly before 11 p.m. CDT Friday outside the Prairieland Detention Center.
Larson alleges 10 to 12 people dressed in black, military-style clothing began shooting fireworks and vandalizing vehicles and graffitied the facility to draw ICE personnel outside.
When an Alvarado police officer arrived on the scene, one of the suspects is alleged to have opened fire, wounding the unidentified responder in the neck. Another suspect shot between 20 and 30 rounds at unarmed corrections officers who exited the facility.
The suspects fled the scene but were later arrested during traffic stops, Larson said, adding they were found in possession of 12 sets of body armor, spray paint and a flag that said "resist fascism, fight oligarchy" as well as flyers stating "fight ICE terror with class war" and "free all political prisoners."
Over the weekend, officers executing search warrants discovered masks, goggles, tactical gloves, a cache of weapons and what Larson called "insurrectionist material."
"Let's discuss this incident: It was a planned ambush with the intent to kill ICE corrections officers," she said. "Make no mistake, this was not a so-called peaceful protest. It was, indeed, an ambush."
No employees at the correction facility were injured.
The Johnson County Sheriff's Office has said the injured officer was flown to Harris Methodist Hospital in Fort Worth, where they were treated and released.
The incident comes as there have been several mostly peaceful protests against the Trump administration and its crackdown on immigration.
However, last month, President Donald Trump deployed thousands of members of the National Guard to Los Angeles to quell the demonstrations and to protect ICE agents performing immigration arrests."
