I don't know about the dots, but that looks like a well-designed intersection from the standpoint of traffic calming.
Polka dots seem appropriate for Austin.I hate four way stop signs.
I guess they don't have buses or larger delivery trucks in that neighborhood, because they just removed the turn radius for anything larger than a Fiat or a bicycle. Maybe that was the idea. But in heavy traffic, they have created gridlock while larger turning vehicles have to wait for cross traffic to clear before making a turn. But it's pretty.
When did people become unable to cross the street without having a nervous breakdown?
Althouse, Austin is also building a tunnel under Waller Creek to divert stormwater (and hopefully reclaim land in a 100 year flood plain). Similar to your Copenhagen and New Orleans stories.

Ditzy liberal urbanites need pretty things to help them do basic day-to-day tasks. And government employees need something to do.
