The Japanese justice minister had to resign after saying that his job is easy because he has 2 phrases that work whenever he's stuck for an answer.

The phrases are:
  1. "'I will not comment on specific cases."
  2. "We are dealing with the matter in line with the law and evidence."
Can you imagine an American politician even getting in much trouble for a wiseass remark like that?

Exactly. Deal with any bureaucracy anywhere in the world and it is immediately brought home to you that the purpose of said bureaucracy is to thwart you. And yet given the choice most people in most countries vote for an ever growing bureaucracy. Go figger.

Their representatives do. That's different. Representatives promise to make life cushy for Constiuents, but then turn around and establish a bureaucracy.
