I believe the term is "schmatte", though Sen. Specter insists it's "peltzel".

Those of us who practice before the Third Circuit -- regardless of ideology -- basically worship Ed Becker. An absolute genius who cared for justice, and a liberal Republican in the best sense of both terms. Wow, he will be missed.

He was on C-SPAN once and I called in and asked him a question. He gave a wonderful, scholarly, comprehensive answer, and a described a pertinent case so that I could easily locate the citation.
