The whole idea behind cities is that large population centers should be able to govern themselves for the most part (and certainly in regard to local services like police and fire) and not BE governed from a faraway state capital. Obviously, the acts or omissions of a state government can affect crime conditions in a large city, but it is extremely obtuse to suggest that the problem with high crime in big blue cities is poor governance by their states' Republican governors. Do you seriously think big blue cities that are located in blue states are doing better, crime-wise, than those in red states?

Rahm learned the hard way. When he cut the deal with the ACLU, the homicide rate in Chicago shot up. Rahm then learned his lesson and the homicides plummeted. The growing problem in Chicago is that most of the people joining the police department over the last five years aren’t cut out for the job.
I live in Chicago. The entire political system is infested with crooks and morons. One notable exception: Rahm Emanuel. He has little retail appeal but he is smart and helped Clinton (100,000 cops on the street) get re-elected. His current theme is make our streets safe and make our schools good.
He has no chance in today’s Dem Party.
