Publicly, we are being told that our special forces will train Mexico's special forces. That does not seem like a good idea. I do not trust the Mexican army, either as an army or as individuals, not to share this training with the cartels and have it used against us.
OTOH, if we said we were sending in special forces to clear out the cartels, it would be a slap in Mexico's face and they would be forced to react, say no, fight us and so on.
So perhaps, we are sending in special forces to clear out the cartels but saying that it is to provide training.

^^ The issue here being that most of these groups were already subject to US sanctions under its counternarcotics authorities, so many of these consequences already attached. The main driver is the criminal penalty if funding to the cartels can be linked to a specific act of lethal violence. Under federal law for 'material support' that becomes a life sentence.

I agree. But President Trump owes President Sheinbaum a chance to demonstrate that her government can do their job in getting rid of these folks and the facilities. I suspect that the CIA will give her a look at the drone evidence of the location of 2 or 3 fentanyl labs and see what she does about it. If the Mexican army immediately attacks and wipes out those labs and collects the bodies present, alive or dead, then the CIA can show her 2 or 3 more.
However, if the evidence shows the lab inventory and people scattering, then the US has what it needs to take more direct action without the involvement of the Mexican government.

The solution (or at least amelioration) for the italics issue is proofread. If you don't proofread anything else, proofread to make sure the italics and boldface tags are properly opened and closed.
