The Biden administration opened the floodgates on day 1 and spent the rest of the time denying that there was any illegal alien problem. The first point, is that nobody should believe this is a change of heart or that it will last past election day. This might limit heartburn among the leftists who've been essentially claiming that it's immoral to prevent anyone from coming to the US. They will now be in a position of defending Biden, who is at least pretending to care about illegal immigration. The issue is opposite about those who care about illegal immigration: The plan is essentially meaningless and will be abandoned as soon as the election is over. So, who's left? Ultra-low information swing voters?
Only two words come to mind to describe Biden here: Craven and Desperate.
