That just means "silly person." I assume this is some form of Quebecois literalism. Sorry, but Quebecois is the most hilarious French on earth.
Loufoque means "a little crazy," "eccentric," or "off-center," which seems to describe how well the wig fits the guy in the picture.
She has kind of a flat butt, though.
Count me out. I prefer a somewhat larger rump. Though of course the very finest part of a woman is a thick, rich, luxuriant bush.

Does anyone have any thoughts on why Halloween has become such a big deal? It didn't use to be this way. People would focus in on Halloween the last week in October. Now the whole month is given over to it.

I remember when Halloween and some other holidays were for the Kids. None of the adults gave a rap. Now its a Holiday for everyone.

One Halloween in college during the early 1980s I dressed as John Delorian. I chose Delorian in equal parts because he was an easy target in the news, and I got to use that spray gray temporary hair color.
I was curious because my father went gray-white at a very early age. I expected the same soon, and wanted to see what I'd look like when my hair went gray.
Now, almost 30 years later, I'm still less gray than the guy in the cheap wig photo.
I think I've had an easier life than my late father.
I should have thanked him more for that.
His costume? "I'm dressed as a premature ejaculator. I just came in my pants."
That's way premature unless he was about 15 years old.

Yeah, pretty much. Seems as though there was a time when, as you aged, became more sophisticated, more adult, you traded childish pleasures for the more complex and nuanced pleasures of adulthood. Recently, though, it seems that once you glom onto something, you sink your claws into it and drag it with you throughout the rest of your life.
chickenlittle's comment is good too; every culture probably needs some kind of blow-out party holiday, a socially-sanctioned time to let off steam, be stupid, transgress boundaries, etc. Latin- and Catholic-influenced cultures have Carnival or Mardi Gras, I think Purim may fill the role in Jewish culture -- the Protestant culture had to come up with something.
