"ICE is planning to buy up to $20 million worth of electric gloves designed to allow agents to deliver painful shocks to detainees."

I'm reading "ICE’s new weapon: painful electric shock gloves/The glove is manufactured by a firm called Compliant Technologies" (London Times).

The Glove — Generated Low-Output Voltage Emitter — "is not effective through clothing or hair and can be degraded on individuals and animals that are extremely hairy."

So what body parts do you grab with your electrified hands? I was able to find what I think is Compliant's manual. My search for "face" only turned up a couple instance of "surface": "Periodic cleaning of the outside surface area of the G.L.O.V.E. SHALL only be done with 'My-Shield' wipes or surface cleaner in order to maintain the warranty on the G.L.O.V.E."

Also from the manual (at page 15):

The G.L.O.V.E. SHALL NOT be deployed for any of the following:

Verbal defiance or belligerence

Punishment

Torture

Horse play


Avoid using the G.L.O.V.E. against certain portions of the population to include: 

The elderly

Small children

Pregnant women

The severely handicapped

I couldn't read the London Times article, but my local news had a news feature on it today. They showed a demonstration of LEOs using them on other LEOs; one grab to the arm and the grabee went down in instant distress. They said they were currently being used in correctional facilities.

Seems a bit cruel, depending on level of shock. However, perhaps on their lightest setting, if it exists, on delinquent teenagers will save us a lot of money on adult incarceration, not to mention all the other associated costs incurred along the way there. Pretty sure my dad would’ve considered it at times…;)

I object to this on moral, practical, and over-weening government grounds. But also--think of the potential for litigation! Do we know for sure it wouldn't affect someone with pacemakers? Or pregnant? Or...any number of conditions. Keep in mind that even if a litigation fails, there are still sunk costs, including for the taxpayer.

I believe an early prototype was demonstrated a couple of years ago on Mike Rowe's podcast. It disrupts the bodies normal electrical signals forcing muscles to contract. The result is the person is unable to move the touched limb. The gloves are a bit of a variation on a taser without the gun part. From that perspective, this should be accepted by those that support tasers as less than lethal force to subdue. Residual pain after release is similar to a good workout of several reps.

Don't take that description as being in support of this. I don't think they should be used in the field. I could see an application in a detention facility versus using handheld tasers (used instead of batons). But I've always had some skepticisms with tasers. I think when you have fewer "less than lethal" options, then the spectrum of violence for non-compliance becomes simpler for both sides to understand.

NPR did a story on this yesterday. Of course, implicit in their argument is the unstated assertion, without evidence, that illegal aliens should have free reign without danger of expulsion, in the US.

Their question was whether all of these ICE agents should be given the latitude to wear such devices, since many of them have been hired in a post-election surge. Then they played a clip of police trying them out on themselves, complete with blood-curdling screams. And of course, unmentioned and avoided, the fact that such devices are being deployed against people that are here illegally and are resisting arrest, often violently.

Not sure they'll be effective. I would have thought such devices are more suitable to incarceration settings, where you don't want a prisoner taking away your Taser and using it on you.

The fact that DHS and ICE officers are responding this way suggests they’re overcompensating for inadequate training. You can see it in how readily they appear provoked by verbal confrontations, to the point of drawing their weapons. That’s not a sign of effective training or professional restraint.

Playing devil's advocate, in LE (and MPs) there's an escalation of force ladder: Suggestions < Commands < *Hands* < Non-Lethal Chemical < *Non-Lethal Electrical* (yes there's a distinction) < Lethal Force. In other words, by making "going hands on" a 'shocking' experience they're running the risk of climbing the escalation ladder - per best practices - too quickly.

Other commenters aren't entirely incorrect that such a tool risks making every "hands on" event in a effect the deployment of a taser, and deploying a taser comes with specific ROEs.

Back when school was fun, one of my students made a shock glove. He used the flash electronics from those disposable film cameras.

He brought it in to show me, then asked if I wanted a demonstration. Well, of course. It was nothing like a taser, but more like getting 120 V shock for an instant.

This is a really weird idea. I can't imagine how this can be used effectively without risking the accidental shocking of everyone around, including the wearer of the gloves. I think that this invention actually creates many more problems than it solves. Plus, although it's highly unlikely, it is possible for an electric jolt to accidentally ignite a bullet in a gun.

The manual (and presumably ICE and/or police protocol) seems to indicate that "the glove" is to be used at the "non-lethal electrical" rung of the escalation ladder. I.e., in lieu of a taser. After "hands" and "non-lethal chemical."

Does anyone seriously think that ICE agents are going to just be out walking around wearing electrifying gloves?

Also--where does the nightstick fit in the escalation ladder?

Yes, a baton blow to the common peroneal (nerve ganglion in about the middle of your outer quad) will usually bring a man down. Baton to the deltoid (outer shoulder) makes that arm unusable for a few seconds. Baton poke to the solar plexus (the gut) will knock the wind out of a suspect. And a copper who knows how to swing that thing, regardless of gender, size, or strength, can achieve these effects. Fight over, dude cuffed. But oh, it's 'violent.' And occasionally the suspect will zig when the officer zags, and the baton will break a bone instead of landing on meaty parts. But those are features: fear of getting whacked with the baton may achieve compliance, as it's more instinctive than fear of a taser or pepper spray or electric goalie gloves. And even if you think you're legally bulletproof, as in the coppers would never dare shoot you, maybe you'll think they really will whack you.
