In point of fact, committees of vigilance (the vigilantes) came into existence precisely when and where the citizenry felt that they could not trust the law to provide justice.
So it turns out that that girls school had a lot of the children of high ranking Republican Guard officers, which brings to mind Israel's deep penetration and knowledge of Iranian society. For example, supposedly Israel had hacked traffic cameras, and knew who the people dropping off children at this school actually were, and this was intended to destroy the morale of the Republican Guard, officer corps, and infect them with hopelessness and helplessness.

Ascribing good motives to someone like Putin is shaky. He is a ruthless man who values order and good outcomes for his people at best. I would describe him this way but most wouldn't. It's a miracle there has not been some attack already. We don't hear much about Iraq causing trouble anymore. We are not dying there. The people there are no longer being slaughtered regularly by their government. Short answer is yes. Long answer is it counts as compensation so they have to pay tax on it. Really long answer is if this becomes a general practice, it could actually save taxpayer money. Won't have to pump up the salaries to take the housing cost into consideration. Might even attract more real career public servants who don't have a lot of money. To be fair, there is some shaky reporting about research done 10 years ago to improve the damage of a Tomahawk by essentially atomizing and igniting the excess JP10. Maybe it's a thing these days but I have never heard of it so it likely never got past the laboratory stage.
