Just say “The drones are ours, but the program is classified, so no further information forthcoming”. Are you worried that that would be giving something away? The public can plainly see them flying overhead; it not exactly top-secret.
The airspace over and near the NY and DC metro areas is highly regulated. Every airport and military base monitors its own neighborhood, and there are many airports nearby. The government knows what's going on, and there's a 99.999% chance the government is flying them. (Unless these are misidentifications of ordinary aircraft, as the DC beltway shooter used a dark sedan but was thought to be a white truck because white trucks are very common.)

I don't disagree with you. The government is made of hundreds of competing units. Some are largely public (FAA), while others such as the No Such Agency (NSA) know a lot of things even as they maintain an incredibly low profile. Someone knows and is flying stuff, while other units may be clueless. See the 9/11 dropped balls by the intelligence community.
Still, you can find the NSA at Fort Meade, Maryland. Just don't crash the gates or they will kill you.

Car-sized is a reasonable descriptor of an AAI RQ-2 Pioneer drone -- 14 feet long with a 17-foot wingspan. These first become prominent during the Gulf War. They spied on Saddam's troops, helped guide long-range bombardment by our Iowa-class battleships, and performed dozens of other services. They didn't carry weapons, but that was a choice, not a limitation. They're obsolete now, but dozens of other nations build and deploy similar drones today -- including China and Iran. The Pioneer is powered by a 2-stoke, 2-cylinder boxer motor similar to a number of commercially available motors used by RC enthusiasts for their big-scale models. It carries enough avgas for 115 miles for there-and back operation -- more than enough for operations from an offshore container ship of who knows what nationality. What it looks like.
Interested reporters ought to show eyewitnesses that picture along with others of more modern drones.
I second Whiskeybum - people (almost all people) would be perfectly fine hearing that (as we already know!) the military has classified projects going. What people are not fine with is, "We don't know where these are from or what they're doing, but we can tell you with confidence that they pose no threat."
Did they learn nothing from the election? When you say unbelievable things in a world in which we all carry all of human knowledge in our pockets, your credibility plummets.

All these slow-moving drones spotted, all these smart phone hi-res cameras out there in the world, all these enthusiasts, so much low-light photography technology.... and no clear pictures. We don't even know if they're talking about fixed wing military drones, or multi-rotor hovering-type drones. So little information, so much fabulism. A yet a rocket can launch and people use cameras to track them into orbit. Yawn.
Boot plays it down without offering any explanation and hints at mass hysteria.
That does it for me. It's Aliens, Russians or Iranians.

I have a theory that these sightings, and UFO reports, are a test of a deception operation. What if we, or some other state, have a system that can deceive people into believing something is flying around out there? Not just visually, but to appear on radar and other sensors. That would be an invaluable asset on the battlefield. Think of the ways that could be deployed.

Cui bono? There is pending legislation that would grant much broader powers to government over citizens against "terror" dangers. It specifically deals with airspace issues. Who would have an interest in stoking public fears while this legislation is being discussed?
