And I see why, think - the plain old word "what" is indeterminate in number, even though the rest of the subject, "makes me angry," implies that "what" is singular. But what I've seen recently and don't remember seeing in the past is that the verb agrees with the part of the sentence that is definitely and uniformly determinate in number, the predicate nominative. Is this correct?
I would still have used "is" instead of "are" here. Now, if I were to reverse the sentence - "The statements they keep making are what makes me angry" - I would use "are" and I can't imagine it another way. But in my original example, I swear I've been seeing "are" instead of "is" even though the "what" is used in a singular sense.
So - is this a special case, when a sentence begins with "what" for some reason (or, I suppose, "who" or "that which")? Because it still seems to me that in deciding the subject-verb agreement, you should consider the WHOLE subject, not just the indeterminate word or phrase that opens the subject.

He may have said that but it is hardly believable. If you have the physics package, including a core, the explosive lenses, the initiator, the tampers, etc, you can make your own detonator system even if you have to get some black market klixons. Ukraine has a very sophisticated arms industry and can make their own cruise missiles. Ukrainians are not dumber than the North Koreans or Pakistanis are they?

Yes the DOJ got a tit in the wringer over Epps, they can’t give him any serious time or he may spill the plot, so they have to let him off with a plea deal or no punishment. Being painted into a corner, they just shove the episode up the public’s ass and hope they can deny until next November. I am really surprised they charged him at all. They would have been better off just letting him go without any charges and playing stupid if asked about it. That would prevent an uncooperative judge from challenging a plea deal.
