I'm not a "China hand", as they would say in the foreign policy biz in DC, but isn't public exposure of a "first lady" something new in Chinese politics?

There was Mao's wife, Jiang Qing, of course, but I'm not sure if she was really well known outside of Party circles. I am sure, however, that the Party's experience with Jiang Qing made them fervently hope to never, ever again have the wives of the leadership active in politics.

Just a modern turn on the cult of personality. They have probably been studying the early years of Obamamania. The Chinese better watch out, pretty soon Mother Peng will be reducing the size of their school lunches and chiding them for eating fried rice instead of boiled rice.
