Must be a city thing. A stray chihuahua most places would be taken by a raptor or become coyote chow.

There is nothing worse than a blanket statement.
Actually, chuhuahuas in San Francisco have been bred as "blooding" dogs for the illegal Pit Bull dog -fighting gangs in The City. They don't eat a lot or take up a lot of room, they breed easily and they are actually aggressive enough to attempt to fight back. Plus, nobody really likes them as pets.
In the last several years, crackdowns on the criminals have resulted in the gangs releasing these chihuahuas near the bay at the old Hunters Point Naval Shipyard.
From there they have migrated to other parts of the city.
Very difficult to catch as they have evolved into street smart predators, traveling in packs of up to twenty dogs.
They have been beneficial in helping to keep the rat population under control in neighborhoods with a lot of restaurants.
To be honest, back in my dog-eating days, we called them 'party poppers.'
You always went for a straggler or two, combing the streets around this time of year, that scent of fall in the air, everyone gearing up for the 'Festival Of The Great Dane'
I was in a different place then.
It's a cultural/socio-economic issue. Beverly Hills Chihuahuas has a minor role in this if any. Areas with a large hispanic immigrant population seem to have a larger issue with loose/abandoned dogs - primarily chihuahuas and pit bull mixes.
Education is the key.
I live in the Bay Area and have yet to see any stray Chihuahuas, but we have a few feral cats in our backyard. Remember the saying, "Everything you read in the newspaper is true except for those things you have personal knowledge of".

Nasty little dogs. I've never seen the attraction.
My brothers had two of these pretend dogs as pets. Every visit to his home was a event. Describing this breed as high strung would be an understatement.
Never cared for them much, little dogs with bad attitudes. But my neighbor had one that use to break out of his yard, come to my front door and bark until I let him in. He would than proceed to the back door and bark until I let him out to play with my dogs who had zero interest in him. He was a friendly little guy, but was hit by a car on one of his break-outs.
Better them than rats, I guess.
But unless a picture accompanies the article, I'm suspicious.

I would think that simply by wearing a Che beret in the bay area the chihuahuas would be given some sort of exalted status and lots of free stuff.

The gay men in my area are always hanging out with their chihuahuas and other little obnoxious, yappy, high-strung little pests.
They're always trying to sneak them into cafes and restaurants, too. "It'th a THERVITH DOG!!!"
Yeah, right. It's a service dog like OJ's a Promise Keeper.
Little known facts: the first chihuahuas were the result of crossbreeding a rat with a piranha. Highly prized as guard dogs because of their distinctive, high-pitched yip-yip-yip, they have been known to leap high into the air to deliver an annoying nip to an intruder's ankle.
There was a minor flap in the local news in Houston because the SPCA in Bay Area sent about 20 of them here.
Now we know why they ended up here.
My daughter has a chihuahua mix who is one of the sweetest dogs I have ever seen. He has none of the traditional chihuahua traits, except for looking like Vladimir Putin and/or Dobie the house elf in the face.

When my Filipina wife sees a Chihuahua, she says they're "too small to be anything but a snack."
