It's so ridiculous to think that a campaign that intentionally disables CVV credit-card security would ever, ever assist vote fraud. Why, that OfA worker had clearly never heard of such a thing as multiple voting before known felon James O'Keefe brought it up to her.

The Obama official seems surprised, she does try to help the woman, but it isn't as if they have a back room with hundreds of ballots.
On the one hand, the video doesn't reveal a coordinated voter fraud strategy emanating from those OFA offices.
But on the other hand, there doesn't seem to be much of an appreciation of the legal and moral implications of voter fraud.

For all the talk of voter ID and fraud at polling places, the easiest form of voting fraud is enabled when ballots are sent/received through the mail.
Not to cast aspersions on the U.S.P.S. But they can't verify that the ballot has not been tampered with after delivery, or intercepted between delivery and deposit to be mailed back.
The Postal Service doesn't know who is a registered voter in what areas. And State authorities don't often verify that registrants have been removed from other voter lists.
It's a thorny problem.
So thorny, that a woman who challenged Indiana's Voter ID law was found to be registered to vote in both Florida and in Indiana.
Even when Florida law required her to list previous residences/voter-registrations. (That part of her Florida voter registration form was reported to be left blank...)
Vote fraud happens.
It may be happening below the margin-of-victory in most cases. But not always. And unless fraud is made easier to detect, then we won't know for sure how large the fraud problem is.

For me, the thing that makes this even more interesting, is that the DoJ, under Eric Holder, has worked tirelessly to prevent states from implementing mechanisms, such as requiring a photo ID, to reduce voter fraud. One might be led to think that this all was a concerted effort to win the election by any means possible, fair or foul. And, esp. since the winner gets to appoint the top staff at the Department of Justice, who otherwise might investigate such.

Read some of my other posts, I'm not pro-Obama, however, in order for this to be a "big" story, they'd need video of coordinated widespread big-numbers fraud. Hopefully they have that too, but a ballot here and a ballot there can be offset by some of the Republican shenanigans in Florida. This will get some play on the right, but unless they have something bigger, it is a few ballots and a few Obamanuts.
And where did I make a moral judgement about this, obviously voter fraud is wrong, but a couple of ballots aren't going to make this a big story.

The article makes clear the headline assertion means what people not searching for excuses will believe they mean: that the staffer knew the voter intended to vote twice. Headlines can't be written to forestall every possible excuse.

O'Keefe says he has more videos in a similar vein. My guess is he's going to play them out like he did the ACORN videos, showing a pattern (one might even say culture) of corruption.
FWIW, I think someone who thinks a voter is "so cute" for being concerned about voting twice would be quite comfortable processing a few hundred fraudulent values. One fraudulent ballot is cute. 1000 is beautiful.

Voter fraud is hardly the product of some conservative fever dream.
A few weeks ago, the Mike Rosen show in Denver, CO spoke with an immigration attorney caller who discussed that his practice includes attempting to convince the IRS that his immigrant clients who illegally registered and voted did so by mistake and should not be barred from applying for citizenship.

The friend of a former Navy SEAL who was recently killed during attacks in Libya says that his friend “would definitely not approve” of Republican Presidential nominee Mitt Romney invoking his name to score political points.
Over the past week, Romney has been recalling a chance meeting with former Navy SEAL Glen Doherty years ago to get an edge on President Barack Obama after attacks on the U.S. Consulate in Benghazi that resulted in the death of the veteran, U.S. Ambassador Christopher Stevens and other Americans.
The former Massachusetts governor appeared to get choked up on Tuesday as he told a crowd in Iowa that he had met Doherty when he mistakenly attended the wrong neighborhood party.
“We had a lot of things in common,” Romney said. “You can imagine how I felt when I found out that he was one of the two former Navy SEALs killed in Benghazi on Sept. 11th.”
But Elf Ellefsen, a friend of Doherty’s, said that the former SEAL’s recollection of Romney was not as favorable.
“He said it was very comical,” Ellefsen told Ron & Don radio show producer Libby Denkmann. “Mitt Romney approached him ultimately four times, using this private gathering as a political venture to further his image. He kept introducing himself as Mitt Romney, a political figure. The same introduction, the same opening line. Glen believed it to be very insincere and stale.”
“He said it was pathetic and comical to have the same person come up to you within only a half hour, have this person reintroduce himself to you, having absolutely no idea whatsoever that he just did this 20 minutes ago, and did not even recognize Glen’s face.”
Although Doherty was a member of the advisory board of the Military Religious Freedom Foundation (MRFF), Ellefsen said that he was non-political and “would not approve” Romney using his name.
“Whether it be Republican, Democrat, Green Party, Libertarian, it doesn’t make a difference,” Ellefsen explained. “Because this guy is using our great friend, our humble, and honorable great friend… who is truly larger than life… He has become part of the soapbox routine for politics in a presidential race.”
“Honestly it does make me sick. Glen would definitely not approve of it. He probably wouldn’t do much about it. He probably wouldn’t say a whole lot about it. I think Glen would feel, more than anything, almost embarrassed for Romney. I think he would feel pity for him.”
Speaking to WHDH, Doherty’s mother also called on the GOP hopeful to stop using her son’s name on the campaign trail.
“I don’t trust Romney,” Barbara Doherty told the station. “He shouldn’t make my son’s death part of his political agenda. It’s wrong to use these brave young men, who wanted freedom for all, to degrade Obama.”

The friend's account of the meeting is hearsay, but even if it is true, OBAMA went to bed while the marine was being murdered, then he flew to Vegas for a fundraiser and watched a lot of football.

First, I disagree. The point is to reduce fraud, so all we need to do is show it's ocurring and enact the basic protections we all know we should be taking now.
Second, you're never going to find someone even remotely high up the chain "ringleading". This isn't how such things are done. The tactic is to stoke outrage and extoll personal action so senior officials maintain plausible deniability.
White supremacists developed a mythology of personal independent action which they call upon by referencing the phrase "lone wolf". On the left they've developed a similarly action inspiring mythology "By Any Means Necessary", which they call upon by accusing Republicans of racism, greed, or destroying the environment among other things. The decision to undertake action is taken at a very low level, not always individually but at most in small groups.

I hope you're right. I hope that this kind of fraud is noise that doesn't alter the signal of valid votes.
So far, we have proof that a couple of campaign staffers have no moral scruples about encouraging voters to commit fraud by enrolling in two States, and voting absentee in one State.
The things we don't know:
1. Whether this attitude is limited to the lucky few that O'Keefe has released video about, or is endemic inside the campaign staff.
2. The number of voters who are registered in multiple States. (Compare to the story I linked earlier about the woman who challenged Indiana's Voter ID law...who was registered to vote in both Florida and Indiana.)
3. Whether the Obama campaign has any higher-ups who encourage vote fraud, but not in ways that would lead to them being caught on camera.
4. Whether the Obama campaign (or any affiliated organizations) actively engage in generating false registrations, or other forms of fraud. (As I said, it is much easier to vote fraudulently via absentee ballot than by showing up at a polling location.)
At the moment, all we have is O'Keefe's video.
And a larger media that doesn't care to investigate potential vote fraud.

It's very difficult to obtain evidence of "coordinated widespread big-numbers fraud" when the people ostensibly responsible for detecting and preventing fraud actively prevent such evidence from being gathered.
If vote fraud was treated as a major felony with a stiff mandatory minimum sentence and very hefty fine that would go a long way to curbing this outrage. Photo ID was a national database to cross check state registrations (to avoid voting in two jurisdictions) would also help.
It appears the democrats believe that there aren't qualified private sector citizens who would vote democrat for them to win hence the fraud.

That's true. He should refuse to comply. Or exit the law enforcement field.

If preventing someone from exercising their "constitutional right to vote" so undermines their basic human rights, as to make them less of a citizen, then even a single fraudulent 2nd vote by one person dilutes and makes worthless every rightful vote.

I was struck by the fact that - so far - the people who are going along with it seem a little shocked by it. Is it that they've never seen this before? Or is it that it's usually done more subtly?
There's nothing ambiguous about the headline. The adverb twice appears with the "vote" verb and not the "help" verb. The verb "caught" is another clue.

Criminal investigations could be launched against at least six voter registration workers who tried to add dead, imprisoned or imaginary people to the voter rolls, according to the Milwaukee Election Commission and the organization that employed them.
Officials are reviewing some 200 to 300 fraudulent voter registration cards, Sue Edman, the commission's executive director, said Wednesday.
And even though the Association of Community Organizations for Reform Now caught the fraud and reported it before the cards were turned in, the incident revived a four-year-old partisan debate over the integrity of Wisconsin's voter registration process, as political groups step up efforts to sign up voters for the Nov. 4 presidential election.
"One woman called us to complain because her husband has been dead for 10 years and a voter registration was submitted," Edman said.
In about 12 cases, deputy registrars paid by ACORN were "making people up or registering people that were still in prison," said Carolyn Castore, ACORN's state political director.
And in other cases, workers used the same address for numerous voters or used driver's license numbers that did not fit the voters' birth dates, Edman said. But most of the fraud involved submitting duplicate cards for voters who were already registered, and forging the voters' signatures, Castore said.
ACORN found the problems and fired a dozen workers, Castore said. Five of them appeared to be working together, she added.
But under state law, all of the voter registration cards collected had to be turned in to the election commission, even if they were clearly fraudulent or incomplete, Edman said. ACORN sent in all the cards its workers had submitted, but flagged the fraudulent or incomplete ones.
Edman said she has referred six individuals to the Milwaukee County district attorney's office for investigation. More could be referred within the next few days, after the commission staff finishes its review of the registration cards, she said.
Castore said her group would cooperate fully with any official investigation. A prosecutor in the district attorney's white-collar crime unit did not return a call seeking comment.
Then there is the 135,000 non existant Milwaukee black voters.
