Undoubtedly private. Public transportation vehicles will have windows and don't usually have large cargo bays.
From my personal experience with some people in the entertainment and film industry who travel in these types of busses, they run in the 400K and up range. (Of course they are pretty tricked out on the inside. Who knows what is inside this one) Not to mention the cost of running one of these beasts up and down the highway at $4.00 plus a gallon diesel.

You mean the Army and the Marine Corps.

What the WI ARNG, under the Governor's control, does, I think, is pretty much the same.
The Guard has the same traditions as the Army and does what the CinC orders. Last time they didn't was 1861, and I don't think we're quite there yet.
PS Don't know what the union % in the WI ARNG might be, but I doubt it's composed of the kind of Reds we've seen in Madison the last month
