Seriously, though, Berkeley has such a surplus of Asians that the admissions department racially discriminates AGAINST them, just like it does whites. I doubt they're too worried about buffing up their Asian diversity credentials.
As for the influence of the Berkeley City Council, I wouldn't necessarily discount it. One of California's two Senators is an ex-council member, the other represented part of the Bay Area, and the current Representative for San Francisco is Speaker of the House.
San Francisco may have some of the stupidest politicians on Earth, but they are amply represented in Washington. :)
