Actually, I don't think the thing is so bad. The picture accompanies a Times article by a woman who lost her husband in 9/11, and tells the story of her finding love with a guy who also lost some one. The love slowly goes south, and she winds up conflicted and sad as she breaks it off. (A supposedly cheery note is struck at the end with her getting a puppy, but this just reinforced the sad state of things as she regrets her inability to find love with another person.)
The picture itself shows two cigarettes, one with lipstick at the end, one without, lying in an ashtray. You realize after a second that the smoke that comes from one, and the parallel arrangement of the cigs, conveys an image of the trade center. But the cigarettes, a man and a woman's, also convey the melancholy mood of the written piece pretty well, and the visual reference to 9/11 isn't inappropriate in the context of the article. I thought it was effective.
