I think it was his second term, Chavez kicked all of the foreign petroleum workers and managers out of the country. There are a lot of licensed processes in and around the oil industry. If these processes aren't maintained properly they deteriorate quickly. The main reason their oil industry suffered is that there was no one left who knew how to run it. A lot of oil infrastructure is going to have to be rebuilt.

During World War II the convoys to Europe would form up outside of Venezuela. Venezuela fueled the Allied efforts. This propelled them to the 4th largest GDP in the world in the 50's.

Venezuelan oil is ~15$ a barrel to extract and ~25-30$ a barrel to refine.
US oil shales are 35-50$ to extract and ~10 to refine.
Venezuela will pay for itself 10 times over.
