Here is a tip, if you are overmatched by a course, and your partners are not, he's 79, or there are people behind you, it's common courtesy to "cheat."

I've never golfed, but I don't see how any bending or breaking of official rules can be called cheating if you're not playing for (a) money, (b) a trophy, or (c) both. Trump was playing with his granddaughter: were they playing for money, or a trophy, or just having fun?
My Dad was an avid golfer, and had two shelves full of golf trophies from tournaments at local (small town, not big city) 18 hole golf courses. He taught me how to play golf when I was 12. And no, there is no world in golf where it is acceptable to cheat. Ever.

My friends and I are casual golfers who have never had a lesson, joined a club, entered a competition, had a handicap, or opened the rule book. Complete and total duffers who do it for the fun and camaraderie. Minor cheating like abandoning a lost ball and playing a new one, improving our lie, or forgetting to count the tap-in stroke on a short putt is part of our game. Sometimes we don't even know we're doing it.
It seems to me Trump has a foot in both worlds, and is as happy bullshitting with friends on an informal speed round as he is when he plays in one of his clubs' organized tournaments. I would expect that he pays much closer attention to the rule book when doing the latter.

Thirty odd years ago I was involved in negotiating a lease for a number of floors in a major office building in downtown Los Angeles. One of the businessmen involved had been a major player in commercial real estate for years and was quite wealthy. Let's call him "X". To celebrate closing of the deal, he decided what wanted to have a golf outing and banquet for all who had been involved in the negotiations--that was about 15 people. Some of those folks were decent golfers--most of us were hackers at best and a few wouldn't know a five iron from a frying pan.
His regular golf club (hoity toity) wouldn't countenance having that crew sully its fairways. But the fellow also owned a recently built and very nice golf course out in Ventura County. I mean some of the water hazards had waterfalls with female attendants dipping errant shots out of the water. "x" has since passed to his eternal reward. But I know how he spent his time as the "crew" made its way around the golf course. He was with us--but didn't play. He spent his time looking for lost golf balls out in the rough. At the banquet X announced that he'd found 15 golf balls and considered it a very good day. And he owned the joint!

So if I hit a drive into a dogleg, and don't realize that I hit it into the rough, and it went under a leaf or something, I am required to look for the ball for five minutes, while the party behind me waits, and my partners wait, and after five minutes, I haven't found the ball, I drive back to the tee and hit another shot, and hope for a better result, and this is a casual round of golf, not a tournament...
But I am sworn never to break a rule, I guess, so next time I am in this situation, that is what I will do, and I will explain to all the angry golfers that I am honor bound not to cheat.

Unless you're in a competition or playing for $$, its simply irrelevant if you strictly follow the rules of golf. And even then it just depends. Moving the ball out of a divot. OK. Moving the ball closer the hole on a putt. Not OK. Taking a swing and not counting it? Not OK. Dropping the ball near where it went out of bounds and not taking a "Lost ball penalty" OK.
And what makes it more absurd is the people accusing Trump of cheating are leftists. The biggest amoral liars on planet earth. Who think doing ANYTHING to win is OK. In fact their motto, their proud motto, is the same as Al Davis' motto: "Just win, baby. Just win".
Cheating is absolutely forbidden and anathema in competitive golf. Competitive being the operative word. Even if the competition is for a $2 Nassau. You can't just drop a ball and not tell anyone.
In casual golf, speed is far more important than score (although if you own the course, nobody is going to call you for slow play). "Cheating" is suspending the strict rules to move things along. You hit it in the thick stuff, drop one and take a stroke penalty. That's not USGA but it's how casual golf is played.
The people in that 11-second video appeared to be moving pretty quickly. My take is that they were trying to get a quick nine in, Trump hit it in the thick stuff and had the "caddy" (SS guy?) drop one. The guy he's playing with/against saw the whole thing. Not an ethical lapse.
Also--the guy who cheats has the caddy drop the ball down his pants so nobody sees it. Not right out there where everybody can see and film it.

With some friends, I used to climb over the fence into the Columbia Country Club golf course early in the morning and look for lost balls in the rough. The practice is so common usga made a concession to allow in certain circumstances to protect the golf course and on extreme weather. The pga does it because there’s mud on the ball and these guys are on tv..:

Two of my kids played varsity golf, but when we play as a family we play what we call "family golf" - fast and forgiving, for fun and to keep from annoying the people behind us. They're good, I'm not; so sometimes it's a best-ball hole for me, for instance. We don't keep score (or at least if the kids do, they keep it to themselves).

No score over 8 per hole. We often play "best ball", though I doubt you know what that is. We give one mulligan on the front and another on the back and we jokingly let other Mulligans be used. If the ball lands on a patch of bare dirt we can move it to the nearest grass (for the sake of the club). And more. It moves the game along. It allows a relaxed, dare I say supportive, way to play.
Mostly it's just men taking it easy, shooting the shit and enjoying the day and comradery. (You might want to look up that term, "enjoying" you exhibit damn little evidence of ever experiencing it).
