That was Joe Biden's big decision, and he gave in to his most craven instincts. He was running against Trump, he had some scope to piss off some Democrats, but he played his hand so desperately that he ended up choosing a person nobody liked trying to please everybody.
While I am not a fan of Harris, at all, the "Biden crew" could use these as excuses for keeping Harris out of the loop, when the real reason might have been they wanted to keep Harris from knowing how out of it "SOB Joe" was.

The Vice President should be lazy, and we shouldn’t trust one who isn’t. It’s a lazy job. There aren’t a lot of official duties, the principal one being presiding over the Senate, and some genius figured out in the early 1800s that Senators could preside over their own chamber.

It's not about constitutionally assigned duties. It's about the fundraising and media appearances. Harris was also assigned specific tasks, and didn't put much effort into any of them.
Joe Biden was quite happy for us to think he was stupid. I don't personally believe it, I believe that by the time he became President, he was running out of intellectual gas, but these people like us to think that they are stupid, that way, when they do the stuff they want to do, that we aren't going to like, we can write it off to his lovable ineptitude, not his steely determination to force policies on the American people that we hate.

People need to remember that Biden was disappeared for several days an that they even trotted out a double who was at least 3 inches taller than Joe and was capable of easily walking up the Air Force 1 tall stairs without the rail for the first time in years.

There are many victims of those inner circles. Fauci was hated by real epidemologists back during the early days of the AIDS crisis for his desire to pander to the bathhouse owners, dangerous numbers of sex partners, and powerful gay leaders rather than follow the science and seek behavior change and symptomatic care rather than the silver bullet of a vaccine. Decades later, he did the same with covid, and only now are we learning the dangers of the shutdowns and "vaccine." And millions of Americans were demonized as a result. Whitmer wasn't an option, since Biden had already promised his running mate would be a woman and an African-American. If Whitchmer had been chosen wouldn't she also have been seen as rude and in the way? When you're running a grift, you don't want outsiders interfering.
