Now the decision in question where this was stated had to do with district sizes, not votes, but here it is: In Reynolds v. Sims, 377 U.S. 533 (1964), this Court held that the Equal Protection Clause of the Fourteenth Amendment includes a "one-person, one-vote" principle...
Now- think of the mechanics of a 3 person race where someone voted for the 3rd place candidate. And neither of the others had a clear majority. And it's ranked choice voting. Well- in that very same race- every voter who already voted once for that 3rd place finisher- if an only if they chose a second choice- gets to vote again! Two, votes, one person! In a 4 person race, they could get to vote 3 times, and so on as you add people...
Meantime the 1st and 2nd place finisher voters voted only once. Clear violation of the "One man one vote" principle.
Either you allow a plurality win- which is allowed in some races and states but not others, or you have a runoff. I favor the runoff- to be held quickly.

1. The case was not argued in front of the Court of Appeals. It was in front of the Appellate Division, First Department.
2. Any appellate lawyer will tell you that comments made during oral argument are pretty meaningless.
