Looks like an Inari shrine (fox god/goddess for the harvest). I googled the name on the banners, and I think it's attached to Shougetsu-in temple in Itabashi.

If that is Itabashi, that is the part of Tokyo I probably spent the least amount of time.

I would only recommend that he seeks out great food of all types.

Tokyo has some of the greatest restaurants on the planet, and not all are $$.

Don't miss Tonki tonkatsu in Meguro. おいしかったです!
