What I believe she's saying (or trying to) is that the longer the rioting goes on, and the longer that Dem state and city leadership tolerate the looting and burning and mayhem, it clarifies the elements and consequences in choosing between the candidate & party that will promote "public safety and law and order," and the candidate and party that will not.

In this instance, Kellyanne, a political woman, is obviously stating a political reality. Riots by Democrat Brownshirts work in Trump’s favor politically. The Los Angeles Times published an interesting photo this morning. It showed Biden delivering "his strong attack on Trump" in Pittsburgh. You'll recall the wire grid behind him as he spoke. I thought he was speaking from a warehouse with a locked cage behind him (or maybe around him). Yup--he was in a warehouse. The camera crews were all in properly social distanced circles painted on the floor. There were no spectators--other than the camera crew men. Let's just say it was not a "real" campaign event--it was carefully stage managed.
LA Times political reporter Doyle McManus--as reliable a hack cheerleader as any Democrat could wish--said it was time for Biden to "get off his duff and get out there". McManus said that Biden's handlers were treating him as carefully as if he were a fragile Faberge egg.

Apparently, though it's not yet clear, that means that rioters can (will?) be arrested on federal charges.

It can hardly be a surprise (to anyone who knows history) that the riots and looting give Trump a winning issue. That Democrats thought such things were to their advantage in the beginning is the real surprise. Now that the dead hand of history has proven them wrong, it's a little late to play "we are the law and order party".
The Friedman/Biden approach to the issue of rioting is nonsense. They're saying the solution to the violence and terrorism that is now being enacted nightly in U.S. cities is to make cities more "just" and to reform the basic manner in which the police operate throughout the U.S.? Everybody knows that those things either AREN'T going to happen, ever; or they constitute extremely long-range projects that will show no perceptible results in time to prevent the cities that are currently under siege from looking like Beirut. So even crediting Biden with good faith in his vision of a plan to address this issue, it's obvious that his plan is completely inadequate to the situation.
By contrast, Trump is proposing to take direct and immediate action to stop the violence. It may not work, but it least it CAN work. I don't see how anyone who sees what's going on and cares about it could possibly decide that the Friedman/Biden approach is the way to go.
Here's my problem with the riots. What SPECIFIC injustice are the "protesters" rioting over? What specific policy or act of racial injustice JUSTIFIES all this looting, death, and destruction?

The rioters are labeled as "peaceful protesters" - but we're never told WHAT there are protesting. SPECIFICALLY. If tomorrow, Trump was to say, "OK, what do want us to do (Besides electing Biden)", what would they say?
We're all against racism. We're all against bad cops shooting people unnecessarily. We had 20 FBI agents investigating a NASCAR noose. We have civil rights laws, set asides, quotas, and affirmative action. SO what is supposed to appease the mob? Specifically? Maybe Mitt Romney can tell us.

If you want the current chaos, anarchy, vandalism, and violence TO END, then:
1) The American people (voters) need to understand the extent and nature of the problem. Currently, they are being misled daily by the media. I have been appalled, talking to friends, at how many of them have no idea what's going on.
2. People need to demand that their local leaders *do something* to fix the problem. This won't happen until they know there *is* a problem (and know how bad it is in some places).
I would argue we will ALL be better off when enough people have communicated to their leaders that the current state of affairs is unacceptable that they have no choice but to act.
The sad fact that this likely won't happen until things get even worse is not something Trump is responsible for. He has repeatedly called for action and drawn attention to the suffering inflicted on people who live in these cities (many of them minorities). It would help if Biden and the press would actually acknowledge the problem and get behind efforts to fix it instead of supporting violent riots and raising bail money for violent rioters. Or blaming the one guy who keeps calling attention to the destruction and offering to send help.
If this turns out to be a 'law and order' election - which it's certainly trending that way - Republicans (not just Trump) win in a landslide.

That's faint evidence, at best, much less proof, that the Democrats are funding or otherwise actively supporting rioting and looting. If anything, the rioting and looting helps Trump. How do we know he isn't covertly supporting it? (I'm being rhetorical.)

Here is what will happen, because it always happens.
The Democrats will say whatever needs said, regardless of what they said previously, or what they really believe, or even what they really want, and definitely regardless of what they will do. Then a bunch of voters who imagine themselves to be open to both parties and who think they vote for the best candidate will vote for the Democrat because he said the magic lie they were waiting for. This is usually accompanied by an explanation for how the Republican "lost them". You can't lose what you never had, and you are not bipartisan or fair if only one side's bullshit is accepted at face value.
That's just one of many common excuses for doing the wrong thing over and over, and then asking how it got so bad until the next time when you do it again.

Democrats are paying to get criminal looters and rioters out of jail, and paying their legal costs. Not to mention pushing to keep charges from even being filed. These include people in the Dem Presidential campaign, and those associated with it using money supposedly for the campaign. Republicans are paying to help the victims of these violent, selfish, lawless assholes.
If you are a Democrat, you have to be senile, irresponsible, and a blatant liar to lose Althouse, but that is some kind of a standard, I guess.
Juan Williams on 'The Five' today, seemed to sincerely believe that the rioting was being done by right-wing white supremacists, encouraged by Trump. Jesse Waters and Greg Gutfeld tried to call him on it but I bet he will be back tomorrow spouting the same nonsense.
