The sprays they make these days are terrific and effective. As Birkel says, it can be directed from a safe distance. From experience I recommend evening or, better yet, early morning application. Ideally the air temp will have fallen overnight and the little bastards will be a bit logy. They are going to be pissed off when you first spray!
It may be photoshopped but:
1. It's exactly the place they would build a nest
2. The light bulbs are an unsatisfactory substrate on which to build so would be avoided

Mothballs. If the owner can get close enough, porous bags filled with mothball hung by the nests will drive them away.

War was declared upon me by some ground wasps when I went to remove my canoe. I was stung about ten times. Me and the Kaiser, but mostly me, declared war on the wasps and immediately mobilized our troops, me, and used chemical weapons to subdue the enemy. And by subdue I mean kill them all.

You can. Spraying the nest doesn't destroy it. It just kills the inhabitants and deters the absentees from coming back. That said, I usually do destroy the nests but this one is worth keeping.
Maybe you could get Antifa to come burn it away.

I cut down a paper wasp nest out of a tree last summer. Coolest thing ever. The layers of thin paper are amazing. It was abandoned. I kept it to show the neighbor kids.
It was large but it did not resemble that bad photo-shop seem above. The tell is that weird mucky gray and the face he put on it. The paper is much finer than that.
Yellow jackets live in the ground, is that is what is meant by ground wasps? Yellow jackets will attack you if you disturb their nest, usually by stepping on their entrance hole. They also find lawnmowers very disturbing. But just buzzing around they will not bother you. Mud(Dirt)Dobber wasps will not sting you unless you actually try to kill them, or step on them barefooted. Black paper wasps are asshoe. They will sting you for no reason, just because they can. Destroy their nest as soon as you find it.
