When I saw the original photo I immediately thought of my son...when he was a toddler, in every instance when we instructed him to not touch something he'd respond by touching it while saying, "Don't touch this?", as if he needed clarification.
So in my head I heard VP Pence going, "Don't touch this?"
I get the joke, both ways. It is harmless fun.
However, the sign is typical NASA and government over doing it. That panel is anything but delicate. It has to handle launch loads, thermal cycling, and a lot of other physical distress beyond what a hand will do. It is kept clean and rarely touched for quality control concerns. The thing is, the moment that piece left the clean room (you know its not in a clean room, or this entourage would like John Kerry); it was going to require re-cleaning.
For some of us engineer types, the signs were often frustrating. You'd have some technician protecting the equipment as if it was extremely delicate and one touch would cause it to crumble. And as engineer, you wanted to know if the dang thing was installed correctly, because it seemed quite loose, and if I'm able to damage it with my hands alone; then someone made a mistake, most likely that technician doing all the squawking.
On a related note; between this incident with Pence and the previous one with Kerry; I wonder when politicians are going to quit visiting NASA for fear of bad publicity photos?
Maybe the compulsive touching thing is why Pence is never alone with a woman not his wife.

Nothing is so darned inviting as a 'do not touch' sign. Unless it's a 'do not watch this video--it's really gross and gut-wrenching'.
