[A] transient came into the Marina del Rey station Thursday night looking for his dead dog The homeless man said the dog had been struck by a car and he decided to take it to the beach to wash the carcass because he wanted to stuff the animal.... The homeless man said he tied the dog’s collar to a shovel to keep the body from floating away. He did this because he said he needed to leave the beach to retrieve some of his belongings in another location. When the homeless man returned, the dog was gone....Question 1: What does a homeless person do with a stuffed dog? How does he get it stuffed? In a do-it-yourself effort? Maybe he envisions the dog standing watch over him while he sleeps — something practical. Maybe he just liked how the dog looked and it fit a general approach to finding and keeping things things in the street.
Question 2: Should the homeless man get the $20,000?

Answer to Q2: yes, give him the money. And then have the mayor stuffed and mounted.

Is there a shortage of dogs with which I am unfamiliar? I love the dogs and cats I have housed, but how did they get elevated to near-human status? I believe it is pathological.
I understand homeless guy with dog. There were plenty of those sleeping in the streets of Vancouver, BC when we were there. Should be plenty of food dumpster diving.
I understand the rope, maybe. Often handy to have, 25 ft. of lightweight cord does not take much space or weight.
But a shovel?
Roy Rogers had his horse Trigger (Golden Cloud), and his dog Bullet stuffed. So, there's that. The bum deserves the money and can do what he wants with it.

I agree, but maybe they should be careful about how they give it to him. It could get him killed and stuffed.

Yup, pets more human than an eight -month gestated child about to be decapitated, de-limbed, and parted out for profit.

Marina del Rey is the community immediately south of Venice. Venice is an open air insane asylum, and there are no attendants.
Maybe he's homeless because he's the kind of guy who thinks stuffing his dog would be a good idea.
In a kinder time, a man in this condition would have been cared for by the state and perhaps nursed back to proper mental health so that he might have a productive life instead of a wasted one. Now, instead, the state just leaves him to a life dangerous to him and perhaps others and harasses and vexes the rest of us to no end in service of itself and its clients in matters it has no business undertaking.
