Metaphors are subjective, therefore there is no definitive reply. Althouse sees one evidently in this store of the wanker who decides to try out a high chair and pays for it with what remains of his dignity.

I also see a metaphor here, which I shall explain. This episode is symbolic of the infantilization of the citizen by the progressive statism. Western society has "tried on" the Nanny State voluntarily, just as the wanker needed no coercion to climb into that high chair. Now we find it, the State, is squeezing us painfully in our "privates," but the escape from the squeeze is much harder than getting into the Nanny State high chair in the first place. The harder the State squeezes the harder it is to resist its coercive grip.
