Simply, because there are spheres of authority. Some powers are the Presidents, others go to the Revolutionary Council.
Ignorant Americans thought if Amahdinejad had the name President, he must have identical powers to our American President.

Not so, never the case.

But Iran's President does have authority over much of the domestic secular aspects of Iran that are outside national security and religious purview.; १५/६/१३, ४:२१ PM
