i think Bush was using as cover that he was trying to get Clinton's attention that it was time to go, and really gave a looong wipe of his hands on clinton's shirt to wipe off whatever was feeling not so clean on the hands of that last person who reached for him.
too bad the camera's didnt follow him to find out how long it took him to get to some hand sanitizer. i bet it was as soon as they walked away.
Payback for all the stains that Bill Clinton's made on other people's clothing over the years.

After what he did to Monica's dress, I don't think Clinton's got any cause to complain.
I am sure George Bush and Bill Clinton get along great. They share experiences that few of us can truly appreciate. I would bet this was an inside joke between them.
But I am not surprised that some of the Althouse Hillbillies here are willing to make President Bush look small in order to take gross swipes at Bill Clinton.
Till now, I thought they were the same guy. Those Clintons are tricky like that.

If Bush didn't ejaculate all over Clinton's face, I say no foul.
If that's "wiping his hand" on the shirt, he didn't do a good job.

If you pause the tape at the :14 second mark you can see that the hand is "disembodied".
Someone in their comment section spotted it.
Actually it starts-the fake hand-at the 13 second mark.
You have to be an artist that's interested in drawing people realistically and proportionally perhaps to see it.
If people are STILL this desperate to make W look bad, maybe Obama is really bad
