From the photo, it looks like the fire was contained to the troll. So, who did it?

Unfortunately, the local piece of public art is 1) Very ugly (it's frequently referred to as that "shit pile" which is an accurate description) and 2) Made of something durable like mortar.
It is also a representation of a deity, but not a nice one.

This seems entirely appropriate. Fire is just another way of completing the carbon cycle, by which CO2 is absorbed from the atmosphere by growing plants, and after they die it’s released back to the atmosphere to be recycled into new plants. It’s nature’s way of keeping things going. You’re doing it right now just by breathing, except that compared to fire you’re pretty slow and boring.
