Draining gas tanks came in with the gas lines in the 70s making gas unavailable, in response to locking gas caps.
It wasn't price so much. In fact the lines were because the price wasn't allowed to rise.
It's all completely anecdotal, I call bs on the framing here. The Washington Post reported *without evidence.

Siphoning Gas is so old-fashioned. Pretty much everyone has locked gas caps and car alarms. If you're crooked enough to steal gasoline you can probably think of easier ways to dishonestly make money.

Didn't read, but sounds like an educational article. Teaching how to steal gas. Reminds me of news stories warning parents about the latest fad of getting high by snorting/drinking/smoking some common product.

The story is that Trump is responsible for rising crime.
The reality is that gas is not that expensive; there was a step jump, but even with that, it's still pretty low. The trend before the 2022 bump is above what it is at the latest spike, by my estimate.
As long as you are under the car, you might as well cut off the catalytic converter before drilling the tank. Always do this BEFORE drilling the tank! Safety is no accident.

Our local station went down .10 in the past week.
Drilling fuel tanks used to hard and dangerous. The tanks were sheet steel, and sparks and heat were created.
Now, they are mostly plastic. Easier to drill without creating a real hazard. Just wrap your drill in a rag to keep the commutator sparks from ingniting the gasoline.

Drilling tanks sounds like something thieves might do while they're stealing your catalytic converter.
During COVID one of my many pet peeves was the somber news reader saying "The death toll from COVID continued to climb today." Well duh, the death toll could only go up unless COVID was creating zombies, in which case we really would have been screwed.
Blame the advent of battery-powered tools, the hand drills and reciprocating saws. Stealing the catalytic converters off cars is also a modern crime, platinum is worth lots. Many modern cars have 2, especially trucks with V-8s - and trucks are high off the ground, easy to get under. Get your Milwaukee Sawzall and a fresh fine-toothed blade and you can drop them both in about 5 minutes without much noise - at least, until the owner starts 'er up the next morning, with no mufflers.
As for gas tanks, virtually all of them are made of black ABS now, and it's soft to keep it flexible across a range of temperatures. Yeah, they'll get a nice sharp twist bit and be draining gas in about 20 seconds. Fill their containers and just walk away, leaving the rest to run out on the ground.
Bullets work well for this. If you have the right caliber, you can even use a round to plug the hole in the tank, thus being a good steward of your environment in two ways.
