In the fullness of time, Bismarck's triumphs were catastrophic for Germany and Europe......Napoleon III came in for a lot of grief for losing the Franco-Prussian War, but, eventually, France became a Republic because of that defeat and, in the fullness of time, regained the lost provinces of Alsace-Lorraine.. Napoleon III's foreign policy blunder was establishing colonies in Vietnam and Algeria.........AOC looks pretty stupid, but I'm sure that in fifty years someone will look a lot dumber.

Cortes is a very common name (apellido). Widespread in Spain and its colonies, and a lot of odd places too - would you believe Algeria? That is the result of 19th-early 20th century Spanish immigration to the French colony. Many of the "pieds-noirs" refugees from French North Africa were Spanish (and Jews).
If you want to investigate (especially) Spanish or French names, I recommend geneanet.com, it is connected to several national civil registries. If a name has a geographic origin, it will give it to you quite decisively, based on frequency. It works for instance for the former Philippine President Duterte, whose ancestor, I am convinced, came from north of Lille, at that time in the Spanish Netherlands.
